Within an iTwin, the streamed Bing imagery can be set to an elevation.

Aerial imagery (ECW for example) captured for a project, to be used as a higher quality background than Bing provides, cannot be assigned an elevation.

It seems like an inconsistency and would be valuable to add this functionality.
