In terms of getting a dgn file imported into an iModel, this is possible with the new portal that is about to be released. Once there are instructions on how to set this up, I'll post a link into this idea. Adding the full OPM data into an iModel can be done with the MicroStation connector, but for it to be successful, the connector has to know the path to the OPM schemas. The new portal will allow that if properly configured.
Also note that there is a component based workflows that will sync from OPM into an iModel, this has existed for some time now, but I assume you are not talking about this. This does not use iModel Connectors.

Please note that this will use the MicroStation Connector, but when configured correctly the MicroStation connector will read all of the properties from the OPM model.
